You need verb after 'many people' so eliminate A, B and C. I am not sure why D is correct and why not E?

Shoosh, please edit your posts before posting. Typos and formatting mistakes make the question unnecessarily difficult for discussion.

B: "As the cost of wireless service plummeted in the last year and as mobile phones became increasingly common, many people"

The sentence can be slimmed down to:

"As X and Y became increasingly common, people using their phones to make calls..."

Such construction is ungrammatical, because we're definitely missing a main verb in the second clause and the sentence is incomplete and nonsensical without it.
