IMO A because construction happened in the past.A present perfect tense would be wrong to use even though construction of sounds better.

B has tense error. For an event which occurred more than 100 year ago, present perfect tense cannot be used. Simple past should be used.

The perfect statement would have been - Concerns about public health led to the construction of three separate sewer systems between 1876 and 1904 to serve metropolitan Boston.

However, in the absence of the above statement, A is the best choice. It does not blatantly violate any grammar rule.

In all these 5 sentences I could not found correct placement of this bold part ie between 1876 and 1904

I am feeling it awkward in all sentences..
