If (r,s) is on the line , it must satisfy the eqn hence s= 3r+ 2 must be true
From 1 s=3r+2 od s= 4r+9
not sufficient
From 2 s= 4r+ 6 or s= 3r+2
not sufficient
Combining both we get s= 3r+ 2.. sufficient
Hence C
