Use of 'that' is required; campaign -singular so has
"Great works are performed not by strength but by perseverance."

I will go with E

When you have - XYZ ABC-

consider the same as non essential information

"That" is never used in such scenarios

"which " must be used


"By" -makes construction passive

Because campaign is organized so i think used in E is wrong.

D unidiomatic for using "by the use of"
E using "used" in past tense when this sentence should be in present tense
C "in convincing" does not modify the campaign
A "have is plurla" when we are discussing singular campaign

B is the answer

1) use of "which used" in E is awkward
2) "In convincing" should modify campaign but if we remove the Modifier.. the complete sentence sounds awkward..
