The question is testing verb usage. The three women have received in the past and continue to receive support from labor. Thus we need to use present perfect to show something which continues from the past and still is happening.

This leaves options A and C on the table. C is better A has two issues - unqualifying is used incorrectly and the GMAT prefers not to use possessives as much as possible.

Now the specific question, E uses "are" which means they are getting support now but the past is discounted. Another issue is "support of" is better than "support by"

Two things:
1. Look at the logic of the sentence the support has been provided consistently hence it has to start from the past, since one time support can not be consistent...........

2. This sentence has other errors apart from the tense issue, hence use them also to navigate to the correct answer.

I would just like to add one more point against Choice E. Choice E also changes the intended meaning of the sentence:

Notice carefully that original choice states that 3 women have consistently received support. Thus here, "consistently" describes the action of "receiving".
Original Choice - consistently received support

Now in Choice E (and also Choice D), consistent describes the support instead of receive.
Incorrect Choice - received consistent support

So as you can see, there may be more than one ways to arrive at the correct answer. The key thing is that we need to find an error free choice that communicates the intended meaning of the original sentence.
