No options besides C gives a reason to justify for a drop in reclamation cost for a surface coal mine.

I am little skeptic though since C mentions only about mountainous areas of Balzania BUT what about other regions, how much of Balzania region is mountainous area and how much is normal land is not given in the question.

Anyway, go with C

i think it;s C now...

it clearly states that miners stopped mining in mount. region whr reclaimati costs are high
that explains the decrease in avg recl cost...

Clue : Pricing is based on the amount of Coal mined

when the coal itself is less used, naturally the price will also be less!!

IMO C

Average cost is calculated by taking into account all mineral extraction areas, so if an expensive one is taken out from the total, the average should decrease.

What is OA?
