Both A & B alone are insufficient. If taken together, the question states that 1/y and 1/3 have a common denominator of 6. This is still insufficient, for y can be either 2 or 6. Thus E.

IMO

Stat - 1 the value of y can be 2 or 6

so insuff

Stat-2 also gives us no info bout y

together also we cannot narrow down on the exact value of y whether it is 2 or 6

Statement 1---> x/y and 1/3 have a common denominator=6. y (the denom. of x/y) can equal 2 or 6, not suff

Statement 2--->x=1, but it doesn't give us any info about y, so also insuff

Together, we still don't know whether y is 2 or 6--->E
