IMO C.

This question is testing the proper usage of "Tense". Whenever stating facts or rules, the statements should always be in Simple Present. Only C is in Simple Present tense.

IMO (E)

'would' is used here to indicate past tense.

Sentence Construction ---

Federal rules ........were established to ensure that patient X and Y the expt....


X and Y should be parallel


A. X = must be; Y=would ....one is madatory and other is possibility and hence not parallel

B. would is missing ...same as A

Csame as A

D will ----certainty and would .......possibility

E. would............would. Parallel


Here if you read deep the rules were aimed at doing something as a possibility and hence of would is required

Parallelism.

E)
Federal rules aimed at ....that
patients would be warned of potential risks and
an independent panel would evaluate the experiment.

in A)
patients must be warned and
an independent panel would ..not parallel.

i think if in B at the end we add "must" then B and E both would be correct. but then B would be more correct as E changes the meaning by replacing 'must' with 'would'.
experts please comment on this..

E has "would" which is parallel with rest of the other sentence ...Hence E
