could u plz elaborate the reasoning here.
Could you explain why C is wrong. Is it because the first part of the sentence:"the number of vehicles" can include all vehicles even the one equiped with radar??

Basically the question here asks for a assumption.
Assumptions are never stated in the passage .
Option C is clearly stated in the passage by giving us stats (3% and 33%)

Hence option cannot be C
