the subject is new image so we need to use HAS so A,B out
the verb include is refer to the tools so C,D is out because we need include and not includes...

i want to fix
includes is not the error, includes refer to examination so it's correct
BUT
in C that refer to Germany - WRONG (Germany not include)
in D , which refer to Germany WRONG (Germany not include)
in E , including modify correctly the examination

Since "new image" is the subject, C is incorrect because the new image can not "examine tools" or is not "examining tools".

As previous poster said, be weary of any choice with "which".
