Your choice D lacks parallelism.."that are to parallelsim" while in the not underlined part there is no "that "
I feel C could be the answer.
Marx's Das Kapital is to socialism is not underlined so correct
Look for similar format
A Smith's 2 major books are to DC
Just as ...(so) to is idiomatic
Also, i dont see any modification issue in C to eliminate it.

Here we are comparing clauses. not nouns
A are to B what X is to Y is proper comparision
X is similar to Y (comparing X and Y) -- correct idiom
but
A are to B "similar to" X is to Y is not proper
Here it may mean B is similar to X ---> thats not logical.
