IMO E

A - 'It' refers to what
B - changes meaning
C and D are plain bad

A: " it " whether it refers to heavy commitment or course of action or the entire phrase...
OUT

B: too awkward to be true:

C: it can refer both to executive and noun phrase " course of action "
D: them ---no referent...

E: although we are taught being is almost wrong... but i guess
" andho main kara raja " proverb has to be used
