if u will insert D in the s/c i tink there is no verb in the red part

I thought that is modifying the earlier part of the sentence...
Could you please tell me exactly what I am missing in my understanding here...

what i have decipher from the s/c is that it is trying to convey that the personal spending in july-september quarter is more than that of for the previous quarter by some %
a) that --- does not have any refrence in previous part
c),D) and E) of is incorrect
whats the OA

IMO ans will be B
the actual question has two problems

1. 'that of' does not fit at the end of the underline part ---because that of is clone of the noun,here 'personal spending' if we replace that of with 'personal spending of' the sentence does not make sense
this leaves only option B or C

2. underline part does not have verb--only B has it.
hence ans is B
