I'm not sure I understand how "A" is the correct answer for the question below.

"a circumstance that contributes to their". Isnt the subject of this phrase the singular monkfish?

I realize "D" isnt the correct answer now because cod & haddock is being compared to legal limits. But still would like to more fully understand how A is correct.
