The agreement, the first to formally require industrialized countries to cut emissions of gases linked to global warming, is a formal protocal by which 38 countries must reduce emissions.

A) by which
B) for which
C) under which
D) such that
E) wherein

Answer: C

Can someone explain the grammar rule for this? Never seen this type of SC question before. What level do you think this question is?

I think that it is idiomatic expression
under protocol

I also see this kind of question first time

I'm not particularly sure of any grammar rule, however 'an agreement under which' sounds good to me.

''Agreement'' is a contract. Contractual agreement so think of Law.

Under the 5th amendment...blah blah bang bang.

'Under' is the correct preposition. The meaning of the sentence is the - as per the protocol - the countries must reduce emissions.

wherein -> gives the illogical meaning; something like 'protol has countries which must reduce emissions'
where -> protocol is not a place;
in -> countries are not in the protocol;

The agreement has a clause to reduce emissions.
