Someone please explain. How do you choose between "Which forced" and "Forcing"?

I think why "forcing" is correct because of the continued intervention of central bank. The intervention hasnt stopped. I am not too sure about this.

But I definitely know why "which forced" is incorrect.

Remember one rule for Which and that.

Which refers to no essential items or things.
That refers to essential items.

The intervention of central bank is important to the sentence, therefore "which" can never be used.

Thats how I got the answer D.

In Gmat, "... , which " should always modify/refer the noun before the comma.

" , which " is wrong in 2 scenarios

1) If "which" seems to refer to the action rather than noun
2) If "Which" seems to refer to some other noun....

Here in this sentence, " .. , which" seems to refer to the action of "continued sliding of dollar ", rather than the "dollar"

SO, it failed due to scenario 1

Would slightly disagree with the role 'which' in this scenario.
which is refering to dollar here where as it shouldn't. 'Forcing' rightly modifies the proceeding phrase.
