I was hoping someone could provide some clarification for the question below.

I'm not exactly sure how the OA is a better fit than the one I selected, the choice seems rather awkward in structure.

"Because x, it has y"??

B - Correct

In this sentence, the new maritime code is clearly the antecedent of it in the
main clause and thus the subject of has already stimulated.

C - Incorrect

'Under provisions of the new maritime code' is a misplaced modifier, seeming to describe sea areas,the sentence does not make clear what is stimulating... disputes.
