Here is kind of rule that may be help for you

England passed rule to protect/ for protecting----
Whenever you have verb--- to/ing verb form-to verb form is preffered.
Whenever you have Noun--- to/ing verb form---- ing verb form is preffered.

this test the use of both ... and, modifier.
In D, the sentence is desultory, we can hardly understand american and Irish compliment for Competition,

A, should be against both .... and , NOT both against ... and
Please share your idea and your reasoning :D

But i sense another issue with D: "For protecting English manufacturures of wooden goods against American, as well as Irish, competion.. '

Is the bolded part ok in D?
