GMAT Prep Question help needed : Tomo is my exam

Can someone please explain the answer for this question and for some others which I will shortly post. I have my exam tomorrow morning. Thanks in advance[/img]

let minimum possible population = x
since no district can have more than 10% of it, max=1.1x
to find min x;all other 10 districts should have 1.1x
thus x + 1.1x*10 = 132k
12x=132k
x=11k
