To get the mimimum for 1 of the 11 districts maxmize the other 10


1.1x-> At the max any district could be atmost 10% more than the lowest populated district


132000 = x + 10* 1.1x

x = 11000

The total 132000 = lowest ditrict count + 10 other district maximum counts
= x + 10 * 1.1x (since 1 district is 1.1x 10 districts is 10*1.1x)
