consider both the statements, from 1 we have that both the events are mutually exclusive coz the probability of a ball that is white as well as even numbered is 0.
now 2nd states that the probability of white ball - probability of even ball is .2
here the probability that a ball is white includes the probability that ball is white and has odd number on it.
now the even numbered balls contain the balls with red color as well the balls with green color. and we don't know what is the number of red even or green even balls, so we cannot calculate the value of probability of white balls from equation 2 coz we don't know probability of a ball to be even. hence insuff.

thus E is the answer.

Ian, i would like to read your comments over the explanation i've given above and please correct me if i am wrong anywhere or missed any possibility regarding the analysis of the above problem.
