It can't be A as A only refers to large trucks and not the 3 trailer ones. I would go with B - what's the OA ?

A) - smaller roads restrict large trucks - if roads cannot permit large trucks then companies will be forced to use single or double trailers - ANSWER IMO
Parallel chase - Just a clarification - are u not assuming that the place has only small roads?

What if the large trucks can use bigger roads to ship the materials?

we dont know if smaller roads will completely prohibit the usage of large trucks..fair?

Absolutely correct. I am somehow lacking in CR. Need to hit the books again to get the logic straight.

B

it shows that the accidents are dependent on drivers

the reason why accidents for 3 trailer trucks was less was because they were driven by better drivers..
increase in 3 trailer trucks can cause increase in accidents as they might be driven by less exp ( 2 or 1 trailer truck drivers )

IMO C. The reason is it merely introduces a new variable for the reason of accident rate. What if the other vehicle which was present in all the accident was the cause?

The assumption in the argument is accident rate is lower for three trailer trucks. But it never states the reason.

To me B actually strengthens the argument. Because it is consistent with the reasoning that lower accident rate is because best drivers are driving the three trailer vehicles.

Answer C totally does not need an ASSUMPTION.
