IMO it's B. It shows that sales tax increase is the factor due to which sales of cigarettes went down. There were no other factors due to which cigarettes sales went down and hence strengthens the argument.

B for me too because it clarifies that there are no other reasons due to which there is a decrease in the sales of the cigarettes....only because of increase in the tax the sales got effected...
