C - incorrect. Whether is a conjuction and is usually followed by a clause. Here Whether is followed by list of nouns.

well corect option should start with THAN..becasue we have more before..
and the place ..should be modified by WHERE not which..
it is not the water which did everything...but it is the place where everything was done..

You are right the form seems to be "More likely X than Y"

I ask a english instructor and he said it's ok to use whether x, y, or z with nouns. :D
