Ok so I Understand that the cost would need to be greater than $33, so Stmt 1 is not sufficient. Can someone please explain stmt 2?

ie .36 = 9n so n=25 ie n>24

So we have n chairs, with cost of delivery for first chair is $10 and $1 extra for each (n-1) chairs
ie [$10 + (n-1)*$1]/n = 1.36
