Let's assume m=males; w=females

So from stem 1: m+f=4,000

Two variables one equation , not sufficient !

From stem 2 : 3m+5w=15,000
again two variables and one equation , so not sufficient to solve.

Since we know the no. of variables should be having the same no. of equations to solve the values for each variable, combination would solve for variable/s value/s.

Hence C is ans.
