What's wrong with sentence 1? (sentence two is correct)

The antecedent for "their" is unclear. Is it the history of the manufacturer or the history of the car?

Look at what sentence 1 means. Manufacturers make small cars. Those small are more fuel-efficient now than at any time in their production history. Seems to suggest that the same fuel cars are more fuel-efficient now than (the same fuel cars) were at any time in their production history. This is clearly absurd.

Sentence 2 circumvents this problem by saying:

Small cars that are more fuel-efficient than those (fuel cars) at any other time in production history.

So, this is logically comparing fuel cars today with fuel cars of the past.
