Options A and B can be eliminated by paying attention to the sequence of the events and the tenses used.
In this case, people reached childhood later than they were born, hence the tense here should be opposite.

Option C does not have any ambiguities

Option D incorrectly uses that to refer to men and women. Who should be used here.
Option E places the modifier incorrectly
