I dont think it is true. The percentile rankings/questions are not dependant on the time of the month.

This is a myth--take the test whenever it is convenient for you.

Yep - it is absolutely a myth. The scores have to remain constant relative to the entire pool of test takers for several years - otherwise, the schools wouldn't be able to determine relative rankings / ability levels of the students based on scores.
