In A, the FACT OF intends to refer to RESEMBLING, but resembling is serving as an ADJECTIVE modifying some fraternal twins. We can't discuss the fact of an adjective.

It is VERY COMMON for a that-clause to serve as a NOUN.
In most cases, a that-clause serving as a noun will be the DIRECT OBJECT of a verb.

Here, the that-clause in red is a NOUN serving as the direct object of holds.
WHAT does the big bang theory hold?
It holds THAT THE UNIVERSE BEGAN IN AN EXPLOSIVE INSTANT.
