initially for 17 miles, 1 gallon is used.
after tune up, 80% or .8 gallon is used for 17 miles
thus mile/gallon = 17/.8 = 85/4 = 21.25
IMO D

same distance is traveled using 0.8 gallon
therefore
0.8 gallon = 17 miles
1 gallon (after tune up) = 17/0.8 = 21.25
