I like this SC, couple of things are tested here.
more than vs greater than vs as much as
that included vs which included vs including

First, I splitted the options between more than AND others = C & D eliminated.
A & B = collection of reparations from Holocaust survivors = wrong
not of OR from, it should for the survivors.

IMO E is correct.

i would also go with E........................

it should be "fund for" therefore left with C,D & E option...................C is wrong bec it uses among and we have one singular thing i.e German Govt. and among is used when there are two or more things..............

D uses "which" and according to GMAT " which " should always be preceded by a comma ","

Therefore left with E option.................
