CONSIDER does not take any idiom (drop A/B/D)

B - virtually unavailable outside Yokohama MODIFIES "RICE" when it is supposed to modify GENMAI-CHA

E - "virtually unavailable outside Yokohama" MODIFIES 'most Japanese' when it is supposed to modify GENMAI-CHA

A--"considered as" is unidiomatic.

B--modifier error; it's not the brown rice that is "virtually unavailable", it's the genmai-cha

C--correct; the "it" in the subordinate clause starting with "though" refers to "a special Japanese green tea" (the subject of the main clause)

D--"consider as" is unidiomatic, and this choice changes the meaning. They consider the tea a delicacy, not an unavailable delicacy.

E--modifier error; it's not "most Japanese" that are "virtually unavailable".
