Let b = the allocated (or utilized) budget. We can create the equation:

0.5b + 0.4(0.5b) + 3600 = b

0.7b + 3600 = b

3600 = 0.3b

12,000 = b

Since this is 80% of the planned budget, the planned budget is 12,000/0.8 = $15,000.

Let the allocated budget be \(X\).

\(50\)% spent on advertisement. Remaining is \(0.5X\)
\(40\)% of the remaining on new business expansion \(0.5X*0.4 = 0.2X\). Remaining is \(0.3X = 3600 = X = 12,000\).

Given that only \(80\)% was utilized.
Utilized budget \(= 12,000\).
Planned budget \(= 15,000\).

Therefore, __C__ is the correct option.
