1. You could look at this as pretty clearly a problem of parallel structure. The sequence beginning with ORGANIZED does not place AND before PROVIDED; therefore, in order to be correct, the sequence is going to need at least one more verb in the Past Simple, and this last verb will have to be preceded by AND to close the sequence. This is what happens in options A and C; none of the others provides a satisfactory continuation of provided access to its resources. (Examining why none of the others does so would provide you with another way of reducing the possible options to A and C. Pronoun-noun reference is involved, and so is idiomatic usage.)

2. In option C, the clause rights and obligations as they were involved is a clumsy and inaccurate way of saying rights and obligations that were involved - and since option A says this even more succinctly in the reduced clause rights and obligations involved, option A is preferable. (Furthermore, in C the pronoun ITS refers illogically to OJIBWA SOCIETY, causing the sentence to imply that the society was distributed and consumed.)
