Choice 2 is the only one which makes most sense - Here's my take...
The argument claims that the number of harbor porpoises getting caught in the company's nets has dropped. So this would prove the argument that the alarms are saving lives. However, there may be a chance that due to the alarm the porpoises get disoriented and get killed by other boats. Then the alarms may not be saving lives as claimed. But the assumption is that the disoriented porpoises are not significantly more likely to be killed by other boats. Hence the alarms are saving the lives of porpoises.
