E is the answer. E is nothing to do with the relationship between nutrition and the amount of vegetable sold...

in a weaken except question, anything that is irrelevant is considered eligible for the 'except' bin

same goes for strengthen except questions...

The answer that jumps out to me is E as well.

The stimulus assumes that more vegetables bought means better nutritional habits. But what if people are buying more veggies for other reasons? The "other reasons" are our "WEAKENERS." As other people mentioned, because this is an EXCEPT question, look for everything that weakens the argument and cross those out. Those answer choices that either strengthen or don't weaken (could have no place there...irrelevant or out of scope included) could be the answer you're looking for.

B wouldn't work because it actually weakens the argument. First of all, people are from City Y not X. The argument here focuses on people of City X. And second, they're buying veggies from City X because its more convenient not because they're more health conscious. This offers another reason as to why people are buying veggies...
