The introductory modifiers are used for Frances Perkins NOT her influence...IMO! So, this alone makes D correct answer.

Any comments ?

A & C rejected because they use BEING
B & E rejected because of Posessive poison

my answer was D because that was better but why B is incorrect?
used is modified by " frances perkin's considerable influence"
could you tell me why it is wrong?

my answer was D
D is correct.

B is incorrect because it says influence was secretary of labor, an error of meaning addressed in D.

was used is a passive verb.

influence is the noun, others are modifiers.

D. As secretary of labor, Frances Perkins used her considerable influence with Franklin D. Roosevelt to prevent
used is an active verb.
Frances Perkins is subject.
