Option D is wrong for the following reasons:
1. The verb TO MAKE can mean TO FORCE or TO COMPEL. When used in this way, it is followed by a bare infinitive (one from which TO has been omitted). Thus, someone could make someone else confess to a crime. A government could make its citizens submit to an unjust law. And so on. This is not the use intended by the sentence, but option D acts as though it were, and compounds the error by using a full infinitive.

2. TO MAKE can also mean TO CAUSE TO BECOME. When used in this way, it takes the idiomatic form TO MAKE + NOUN or PRONOUN + NOUN or PRONOUN, so achieving a parallel structure. Thus, someone could make a setback an opportunity. After defeating Marc Antony, Octavian made himself Emperor. A lazy person could make a sofa his or her home. And so on. This is the way that this sentence is using the verb. Thus, the form in option E is the correct one: making Buenos Aires one ...

This is a very peculiar sentence: it is unclear what the maze of streets is 'surrounding', and exactly how dynamics might 'come into focus' is open to inquiry, but there is no grammatical or idiomatic error in option E, and a number of common ones in all the other options.
