= 10 + 1*9 + (1/2)*8 + (1/3)*7 + ... + (1/8)*2 + (1/9)
= 10 + 1*(10 - 1) + (1/2)*(10-2) + (1/3)*(10-3) + ... + (1/8)*(10-8) + (1/9)(10-9)
= 10 + (-1) + (-1) + ... + (-1) + 10( 1 + 1/2 + 1/3 + ... + 1/9 )
= 1 + 10( 1 + 1/2 + 1/3 + ... + 1/9 )
= 10( 1 + 1/2 + 1/3 + ... + 1/9 + 1/10)
= f(10)

Therefore, D is the answer.
