A huge flying reptile that died out with the dinosaurs some 65 million years ago, the Quetzalcoatlus had a wingspan of 36 feet, believed to be the largest flying creature the world has ever seen.

IMO C
because - the creature is still the largest in the world. Hence use present perfect

I choose C as well. But why A is incorrect? because "believed to be" is to modified wingspan instead of the creature? Thanks
