IMO the ans is E

1. if polution does not have noticible effect then it will not be dengerous.hence its strenghtening.
2.if pollution effect is less then it will be less serious.
3. First premise says that rate is levelling-off
4. irrelevant
5. this is showing that even if the rate is leveling -off effect will keep on increase as it is cumulative hence this should be correct.
