Here all the choices have some problem

IMO the best would be they grow naturally, cutting their feed allotment

I think the answer should be 3rd option

'growing fish twice as fast as growing them naturally, cutting......

First two violate the parallelism rule while in the last two, the pronoun 'they' does not refer to a single noun clearly and also suffer from parallelism error.

IMO C as it seems parallel.

But OA is D
