Fifty-two percent of United States high school graduates go on to college, compared with Canada’s thirty-five percent and Great Britain, Japan, and West Germany’s fifteen percent.

I believe C.

B - incorrect- doesn't have an independant clause after the semicolon.
E - incorrect- sentence is incorrect "college is fifty-two that in Canada"
D - incorrect- Has a pronoun issue with who
A - incorrect- the comparison doesn't seem to be parallel like C

The showdown is between A and C

A - each of the option is not structurally parallel

C - ....in the united stated ..... in the canda ... in west germany
