Recently implemented "shift-work equations" based on studies of the human sleep cycle have reduced sickness, sleeping on the job, fatigue among shift workers, and have raised production efficiency in various industries.

(A) fatigue among shift workers, and have raised
(B) fatigue among shift workers, and raised
(C) and fatigue among shift workers while raising
(D) lowered fatigue among shift workers, and raised
(E) and fatigue among shift workers was lowered while raising

IMO C.

Sickness, sleeping on the job, fatigue among shift workers - these three have been reduced, while production efficiency has been increased.

What's missing in the original statement is an 'AND' before 'fatigue'. C fills this correctly. 'Was lowered' eliminates E.

I agree. There's no reason to have both "reduced" and "lowered" describing the first part of this list of benefits, so D and E are redundant. This is really a list of three bad things that are reduced, contrasted with a good thing that is increased. "And" is needed to link the last item, "fatigue among shift workers," to the list, and C does that. C also provides the word "while," which shows that there's a contrasting element that has been increased.
