B is correct. What is book?

B is wrong.
I donno what the source is, But I am still saying B is wrong.
B misses the comma that should be present to complete the non essential modifier that starts after towns.
In fact original option has comma but no comma is present in option A.

Put in a comma in B and option B would be correct. Else B is fragment.

the answer A is incorrect because it use " has" behind which. which is the replacement of " the cities/towns" thus its verb/auxiliary verb must be "have"
we eliminate B, C, E because of " are" it uses. "are" should be " is" because the subject in this ST is " list/ a list of... "
