Ans is d. 35

(2)[(10)^35] = (2).((2)^35).((5)^35) = (2^36)(5^35)

On the other side you have 5^m and 4^18

4^18 = ((2)^2)^18 = 2^36

2^36 cancels out on either side and you're left with 5^m = 5^35

What is a good rule of thumb to use when simplifying exponets and radicals? Are there any resources that offer basic tutorials?

Any GMAT or GRE book will cover the basic rules of exponents. Also there are many sources on the web. A simple search on google for "exponents" should be a good starting point.
