Relatively speaking, 10^2 is quite insignificant when compared to 10^8. Similarly, 10^3 is quite insignificant when compared to 10^7.

As such, 10^8 - 10^2 is very close to 10^8.
Notice that 10^8 = 100,000,000 and, from this amount, we are subtracting 100. The result will be very close to 10^8.

Similarly, 10^7 - 10^3 is equal to 10,000,000 - 1000, so the result will be very close to 10^7.

So....[10^8 - 10^2] / [10^7 - 10^3] is close to (10^8)/(10^7) and (10^8)/(10^7) = 10.

So, the answer is B
