To use your examples:
The house on the beach is painted ,with a good paint, brighter than sun.

brighter modifier paint or The house?
Removing the second comma would make "brighter" modify "paint". Without it, the information between the commas is parenthetical.
The driver, who worked for mr beans, fighting for survival

fighting modifies mr beans or driver?

rule of participle phrase it that i modifies the subject of the preceding clause so fighting must modify beans.
Mr. Beans is not the subject of the preceding clause, "who" is; in any case, for similar reasons, "fighting" should modify "driver." You would need to rewrite the sentence if you wanted to make it clear that it was Mr. Beans fighting for survival.
Bihar is India's poorest state, with an annual per capita income of $111, lower than in the most impoverished countries of the world

(A) lower than in

(B) lower than that of

(C) and lower than that of

(D) which is lower than in

(E) which is lower than it is in

first question is which in D & E modifies per capita of income or Bihar.
Which should modify per captia as it is the nearest subject

Lower is a adjective modifier which modifies income or bihar ?

please ealborate on it.
"Lower" is not a participle, so the modification works differently. Aside from context telling us that Bihar can't be "lower" (only its income can), we would need "and is" before "lower" for it to modify Bihar.

please identify, if any, mistake this sentence has.
i prefer to moderate and mature my thoughts, and make it to a theory, rather than pursuing people to agree with it.
thanks
