I guess it has usage issues :-)

usage: The use of excepting is considered by many people to be acceptable only after not, only, or without. Elsewhere except is preferred

IMO: either it has to be 'but excepting' or 'but except for'. it cant be 'excepting for' or ' but excepting for'

Detroit was a French military post for its first 75 years, excepting for the minor influence of the few residing soldiers, French language, culture, and cuisine were never particulary prevalent in the city.

A. excepting for
B. except for
C. but except for
D. with the exception of
E. but excepting for
I received a PM asking me to comment.

The two clauses here -- Detroit was a French military post and French language, culture and cuisine were never particularly prevalent -- cannot be connected by a preposition such as excepting (in A), except (in B), or with (in D). Eliminate A, B and D.

In E, excepting for is unidiomatic. Eliminate E.

The correct answer is C.

Excepting generally is used to exclude something or someone from a NEGATIVE statement: None of the boys, excepting Mark, attended the party. I would be skeptical of an answer choice that includes excepting.
